Letter from M.I. Samuel (Sainsbury's Environment Affairs Manager) to the Head of Personnel and Committee Services at East Staffordshire District Council commenting on the difficulties of introducing a system of refillable bottles, and suggesting that "a total waste reduction programme covering all types of packaging, through the expansion of kerbside or close to home collection schemes" would be a better solution.
