The programme investigated the role of American membership-only superstores (or 'warehouse clubs') that had all products under one roof. They were attempting to apply for locations without seeking retail planning permission, suggesting that they were not the same as the typical British stores. Lord Sainsbury disagreed as they should have, 'the same health and safety regulations, and the same fire regulations,' also they, 'are retailers'.
